We have supported many organisations in developing climate change and sustainability strategies and action plans; energy plans and low carbon planning policies. Our work has informed organisations developing policies to promote low carbon economic development and the skills and networks needed to support these. We’ve helped identify climate risks that affect both business and the public sector – helping them to act now to save future costs, disruption and dangers.

ENWORKS- Learning from ERDF supported energy projects in social housing
We investigated the environmental, economic and social impacts of four ERDF funded energy efficiency and renewable energy programmes in social housing in the North West. We interviewed local authorities, housing providers, procurement organisations, main and sub-contractors to learn key lessons about gaining the maximum benefits from such funded schemes. We examined what measures worked best where – external wall insulation, internal wall insulation, solar hot water, solar pv, biomass and where the best savings for CO2 and for residents’ energy costs lie. We drew out how resident engagement and behavior change is a critical part of the project’s success.
Climate UK – Transport adaptation case studies
We sourced and researched case studies to illustrate the importance of climate adaptation for transport infrastructure for Climate UK’s report Creating and Managing Resilient Local Highways outlining how local authorities are planning for extreme weather and flooding in maintaining and investing in their transport infrastructure, and how they are involving the local community.
Cheshire & Warrington Local Economic Partnership: Assessing climate risks and opportunities for strategic growth sites
The effects of climate change are already being felt in Cheshire & Warrington through an increase in frequency of severe weather events such as intense rainfall, high winds and prolonged periods of ice and snow.
At the same time such events also present opportunities for local companies to develop products and systems to combat the effects of climate change as well as installing measures that reduce carbon dioxide (CO2) emissions and reduce energy bills.
Recognising these threats and opportunities, the Cheshire & Warrington Local Economic Partnership (LEP) commissioned Quantum to do a study to assess the risks and opportunities at the strategic growth sites and sectors in the region. These sites include both existing employment sites and those earmarked for future development.
CLASP: Adaptation Risk Assessment Resource Pack
Quantum developed a resource pack to help Local Authorities to tackle climate change adaptation. It was developed over the last 6 months of 2010 in conjunction with 5 North West local authorities, whose experiences are shared to assist others. The pack provides information on how to conduct inclusive risk assessment workshops to incorporate climate risks into existing risk management processes and covers: Planning, Buildings and Assets, Highways and Transport, Business Continuity and Emergency Services.
